Actually Anime also can be called as a cartoon made by Japanese, but in here cartoon definition is typical animated created by western people.
1. Anime inserted many Japanese culture and sub-culture on graphics and storyline, contrast with cartoon mostly emphasize humorous sense and creativity but more less cultural.
2. Anime Not limited just kids genre only, but also for teenagers and adults, contrast with cartoon mostly limited and associated with children.
3. Anime theme mostly related with human characters and relations, contrast with cartoon mostly anthropomorphic of animals and inanimate objects, similiar like Aesop's fables.
4. Anime may contained some suggestive content by western view, when cartoon is should be with less to no any suggestive contents.
All of these views are very stereotypical but still commonly accepted by many people around the world until today.
